Removes the requirement that election officer certificates be issued before January 1 of each general election year and establishes that certificates expire on December 31 in the year after the general election.

Prohibits the Secretary of State from issuing election officer certificates after June 1 in any general election year.

Authorizes county chairpersons of the two largest political parties to designate qualified county electors as signature verification evaluators for early election boards at least 90 days before elections, with the officer in charge of elections required to appoint designated persons.

Limits political party designations so that no single party may designate more than one-half of the total signature verification evaluators.

Allows the officer in charge of elections to establish training requirements for signature verification evaluators and require specific work hours, without compensation obligation.
