Prohibits municipalities from banning or restricting approved building materials (wood, concrete, steel, brick, glass, plastic) in single-family residential construction, renovation, or maintenance if the material meets the municipality's building code requirements.

Prohibits municipalities from imposing additional or different requirements on prefabricated residential buildings, materials, or components compared to other residential buildings, except as required by federal law.

Prohibits municipalities from regulating design aesthetics for single-family residential buildings, except in designated historic districts or areas on the national register of historic places.

Exempts applicable building codes, fire codes, dark sky ordinances, and public health and safety standards from the prohibitions in this section.

Defines "building material" as substances used for construction, renovation, maintenance, or alteration of structures, and "prefabricated residential building" as transportable structures designed for dwelling use with or without a permanent foundation.
