Amends Arizona Revised Statutes Title 45, Chapter 2, Article 9 by adding section 45-576.10 regarding assured water supply certificates.

Allows the director to accept analyses issued on or before May 31, 2023 as valid demonstrations of groundwater availability for certificate purposes, provided the analysis has not expired and includes a determination of physical groundwater availability.

Requires the director to reduce the stated groundwater volume by the amount represented by all certificates of assured water supply already issued in reliance on that analysis.

Specifies that new certificates issued under this provision must use the water demand assumption in effect when the application was submitted, with any difference between current and original demand assumptions remaining available for future subdivision development.

Defines "analysis" as a determination by the director that one or more criteria required for an assured water supply certificate have been demonstrated for a development.
