Amends section 16-168 of Arizona Revised Statutes regarding voter registration and precinct registers.

Requires county recorders to provide precinct lists and voter registration information to county and state party chairmen within ten business days after each voter count date, rather than the previous timeframe.

Mandates that county recorders provide daily lists of early ballot requestors and weekly lists of early ballot returns during the 33 days preceding an election, with counties over 800,000 population also providing daily returns lists.

Establishes that each county shall participate in the statewide voter registration database maintained by the secretary of state, removing previous language requiring county voter registration systems to be approved for compatibility with the statewide system.

Clarifies that the statewide voter registration database is a matter of statewide concern and not subject to modification or regulation by political subdivisions.
