• Prohibits public entities, public power entities, and public service corporations from entering into or renewing contracts unless the contractor provides sworn certification that they do not knowingly use forced labor or oppressive child labor.

• Contractors must notify the entity within five business days of discovering noncompliance and provide proof of remediation within 180 days or face contract termination.

• Expands existing forced labor prohibitions beyond ethnic Uyghurs in China to cover all forced labor and oppressive child labor globally, and includes contracts for land, electric vehicles, utility scale batteries, solar panels, and minerals used in batteries and panels.

• Establishes civil penalties up to $10,000 per violation for knowingly violating the requirements and defines "oppressive child labor" as employment of persons under 14 in hazardous occupations, with exceptions for family-owned businesses where relatives own at least 10 percent.
