Amends section 39-121.01 to define the timeframe for public records requests as "promptly and in accordance with section 39-171" rather than leaving the standard undefined.

Establishes a five business day deadline for public bodies to acknowledge receipt of public records requests and provide notification including the request status, contact information, and expected processing date.

Allows entities that maintain centralized online portals for public records requests to satisfy notification requirements if the portal provides a receipt upon submission.

Creates civil penalties of at least $500 but not more than $5,000 per occurrence for public bodies that willfully or intentionally refuse to comply with notification requirements or act in bad faith.

Clarifies that denial or delay notifications may be provided separately from the initial acknowledgment of receipt, and that civil penalties do not exclude additional remedies including attorney fees under section 39-121.02.
