Amends Arizona Revised Statutes Section 42-18303 to allow counties, cities, towns, or special taxing districts to purchase tax-deed property from the state for affordable housing purposes.

Permits local governments acquiring property for affordable housing to sell, lease, or convey the property for less than fair market value without a public auction if a regulatory agreement is recorded requiring units to remain affordable for at least 30 years.

Defines affordable housing as housing for low-income persons and families as determined by the U.S. Department of Housing and Urban Development.

Maintains existing provisions allowing sales to contiguous residential property owners and establishes procedures for removing properties from auction when qualifying offers are pending.
