Authorizes the Department of Transportation to issue Native American veteran special plates if $32,000 is paid by December 31, 2024 for implementation, with design subject to department approval.

Establishes a Native American veteran special plate fund consisting of $17 annual donations per plate (with $8 going to state highway fund administration fees), with the first $32,000 reimbursed to the implementation funder.

Limits annual fund administration costs to 10 percent and requires allocation of remaining monies to a qualified 501(c)(3) nonprofit that provides motorcycle escort services for funerals and welcome-home events, community service projects for veteran home improvements, and outreach events for Native American military veterans and their families.

Permits combination of Native American veteran special plates with personalized special plates under director approval, subject to applicable fees for both plate types.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to add the new plate category to relevant statutory provisions regarding plate design, special plate procedures, and highway fund sources.
