Amends Arizona Revised Statutes section 41-3453 to establish procedures for insurers to request refunds of overpaid automobile theft authority fees.

Requires insurers to submit written refund requests within one year after the overpaid assessment was due, along with documentation substantiating the overpaid amount.

Authorizes the director of the Department of Insurance and Financial Institutions to approve or deny refund requests and refund approved amounts from the automobile theft authority fund.

Grants the director authority to audit insurers writing motor vehicle liability insurance in Arizona, with audit expenses paid by the audited insurer.

Creates a temporary provision requiring the director to approve refund requests submitted by December 31, 2024 for overpayments that were the subject of claims initiated by insurers in 2023.
