Repeals the 10 percent cap on the budget stabilization fund balance that previously required any surplus above this threshold to be transferred to the state general fund.

Removes subsection H which mandated that budget stabilization fund balance not exceed 10 percent of state general fund revenue for the fiscal year.

Renumbers remaining subsections I and J to H and I respectively following the removal of the cap provision.

Maintains all other existing provisions governing budget stabilization fund transfers, appropriations, and the role of the economic estimates commission in determining required amounts.
