Adds new requirement effective January 1, 2029 that vote recording and tabulating machines must have 100% of parts and components sourced from the United States.

Requires 100% of manufacturing and assembly of certified voting machines to be performed in the United States, effective January 1, 2029.

Exempts voting machines and devices acquired before January 1, 2028 from the new sourcing and manufacturing requirements.

Maintains existing certification procedures through the Secretary of State and the appointed committee for voting equipment compliance with federal standards.

Preserves authority for emergency certification of equipment upgrades or modifications for up to six months when election conduct requires it.
