Declares it is state policy to protect Arizona from drug cartels that threaten public safety, health, or general welfare.

Defines "drug cartel" as an association engaging in human smuggling, trafficking of fentanyl or other lethal drugs for profit, or acts of terrorism.

Defines "unlawful invasion" as illicit activities of a drug cartel and directs that state laws be interpreted to protect Arizona's sovereign authority against such invasion at the Mexico border.

Declares that fentanyl trafficking across the border is a public health crisis, with overdose deaths primarily driven by illicitly manufactured fentanyl.

Directs the Department of Health to use all authority within its power to address the fentanyl crisis.
