Establishes financial and electronic data submission requirements for providers accepting Arizona empowerment scholarship account payments, matching requirements applicable to school districts and charter schools under the uniform system of financial records.

Requires providers to comply with reporting requirements in sections 15-186, 15-701.01, 15-756.10, and 15-843 related to school financial and operational reporting.

Mandates inclusion of providers in the Arizona Department of Education's annual achievement profiles and requires providers to supply information requested by the department for these profiles.

Makes providers subject to performance audits conducted by the Auditor General under section 41-1279.03, with the Auditor General considering differences applicable to private businesses during audits.

Authorizes the Department of Education and Auditor General to conduct financial, program, or compliance audits of providers and allows the Department to require periodic reporting on student enrollment and attendance.
