Changes the name of the "Arizona Commission of African-American Affairs" to the "Arizona Office of African-American Affairs" throughout Arizona Revised Statutes sections 41-531 through 41-534.

Maintains the office's composition of ex officio members (governor, superintendent of public instruction, directors of health services, transportation, economic security, attorney general, tourism office chief, and Arizona commerce authority CEO) plus nine appointed members (seven African-American and two non-African-American).

Preserves the office's powers and duties including advising the governor on policies affecting African-Americans, developing strategies for community groups, and serving as liaison to federal, state, and local agencies.

Continues the Arizona Office of African-American Affairs Fund as a continuously appropriated fund exempt from appropriation lapsing provisions, with monies from gifts, grants, and town hall fees.

Requires the office to annually facilitate an African-American legislative day on the second Thursday and Friday of February to honor African-American history, culture, and contributions.
