Establishes November 7 as "Victims of Communism Day" in Arizona, to be observed in public schools on the preceding or following school day if the date falls on a weekend or non-school day.

Requires all American government courses needed for high school graduation to include at least 45 minutes of instruction on the history of communist regimes worldwide, covering poverty, starvation, migration, lethal violence, and suppression of speech under communist rule.

Mandates instruction include specific examples such as Mao Zedong's Cultural Revolution, Stalin's Soviet system, Castro's Cuba, Lenin's Russian Revolution, Pol Pot's Khmer Rouge, and Maduro's Venezuela.

Directs the State Board of Education to develop a list of recommended resources for victims of communism day instruction aligned with social studies academic standards and establish a process for public schools to recommend additional resources.
