Creates a private cause of action for individuals denied cash payment or charged fees for using cash, with damages of $1,000 per violation (up to $5,000 per person total per day).

Allows prevailing plaintiffs to recover reasonable attorney fees and costs, with damages annually adjusted for inflation by the Consumer Price Index.

Exempts written contracts specifying payment methods and online sales of goods or services from the cash acceptance requirement.

Applies only to businesses classified as retail under Arizona's tax code section 42-5061.
