Appropriates $13,000,000 from the state general fund and Medicaid expenditure authority for home and community-based services to individuals with intellectual and developmental disabilities in fiscal year 2024-2025.

Appropriates $2,000,000 from the state general fund to the state-funded Arizona long-term care fund for room and board services for individuals with intellectual and developmental disabilities.

Requires the Department of Economic Security to increase reimbursement rates for home and community-based services (excluding nursing and therapy services) and engage community stakeholders before implementing rate increases.

Mandates the Department of Economic Security report increased provider rates to the joint legislative budget committee by September 1, 2024, with implementation by October 1, 2024.

Declares the appropriated funds are intended to be considered ongoing funding in future fiscal years.
