AZ HB2650

Establishes the Arizona School Mental Health Professionals Academy through eligible postsecondary institutions (Arizona Board of Regents universities) to train school psychologists, school social workers, and school counselors for employment in Arizona public schools.

Provides annual scholarships covering tuition and fees for up to three academic years (six semesters) for graduate students, with a requirement to work one full school year as a mental health professional in an Arizona public school for each year of scholarship received.

Creates the Arizona School Mental Health Professionals Academy Fund to support scholarship costs and program administration, with marketing and administration expenses limited to 3% of annual fund monies.

Requires the Arizona Board of Regents to develop administrative processes including student recruitment, data collection, postgraduation service tracking, and fund distribution among institutions.

Mandates annual reporting to the governor and legislature on student enrollment, completion rates, graduates employed in public schools, and reimbursement/deferment agreements by September 1 each year.
