Requires residential care and nursing care institution employees to verify they are not on the adult protective services registry beginning January 1, 2025, with owners mandated to terminate employees found on the registry.

Allows residents or their representatives in nursing care institutions and assisted living facilities to install electronic monitoring devices in private living spaces, with written permission required from roommates if the space is shared.

Establishes reporting requirements for assisted living facilities to report physical altercations between residents, resident elopement incidents, refusal to eat or drink for 48+ hours, and emergency medical services calls to the department and family representatives.

Requires fingerprint criminal history background checks for all applicants seeking initial licensure as nursing care institution administrators or certification as assisted living facility managers by July 1, 2024.

Mandates immediate reporting by the department of health services and adult protective services administrators to licensing boards and APS when nursing care institution or assisted living facility staff conduct may constitute abuse, neglect, or exploitation of vulnerable adults.
