Requires commercial entities that publish or distribute pornography on the internet to verify that users are at least 18 years old by comparing their internet protocol addresses with blacklists.

Allows parents or guardians of minor children to request their internet service provider to add or remove their internet protocol addresses to or from blacklists.

Imposes civil liability on commercial entities that violate age verification requirements for damages resulting from minors accessing pornographic material, including attorney fees and costs.

Exempts interactive computer service users and providers (such as libraries and educational institutions) from obligations or liability under this section.
