Expands parental rights in section 1-602 to include consent requirements before schools provide instruction on gender identity, gender expression, sexual orientation, or implement gender transition plans for students.

Requires schools to notify parents within 7 days if a student expresses gender incongruence or requests social affirmation of gender transition to school employees.

Prohibits schools from withholding information from parents about students' physical, emotional, or mental health, including gender identity matters incongruous with biological sex.

Adds definition of "curriculum" in education code to include all textbooks, learning materials, videos, software, questionnaires, surveys, and written or electronic materials used for instruction.

Establishes remedies for parental rights violations including declaratory relief, injunctive relief, liquidated damages of $5,000 per violation, and attorney fees for parents who successfully sue school districts or charter schools.
