Prohibits municipalities with populations over 30,000 from requiring use permits to develop new mobile home parks on vacant land zoned for single-family residential use.

Prevents municipalities in residential zoning areas from prohibiting the placement of new mobile homes that comply with federal HUD code and will be titled as real property.

Allows municipalities to require mobile homes be affixed to permanent foundations meeting the same standards as single-family dwelling foundations.

Applies only to municipalities with populations exceeding 30,000 persons.
