Amends Arizona Revised Statutes section 16-579 to allow voters to present a valid identification card issued by an accredited postsecondary educational institution as acceptable identification at polling places.

A valid college identification card may be used alone to satisfy voter identification requirements if it bears the voter's photograph, name, and address that reasonably appear to match the precinct register.

If a college identification card lacks an address or the address does not match the precinct register, it must be accompanied by a second form of identification such as a utility bill, bank statement, vehicle registration, or other qualifying documents.

Requires a three-fourths affirmative vote of both the Arizona House and Senate for the bill to become effective, as mandated by the Arizona Constitution.
