Adds valid identification cards issued by accredited postsecondary educational institutions in Arizona as satisfactory evidence of U.S. citizenship for voter registration purposes.

Maintains that persons already registered in Arizona are deemed to have provided satisfactory evidence of citizenship and need not resubmit unless changing voter registration between counties.

Updates references to replace "immigration and naturalization service" with "citizenship and naturalization services" in citizenship verification procedures.

Requires a three-fourths affirmative vote in both houses of the Arizona Legislature for this amendment to take effect, per Arizona Constitution article IV, part 1, section 1.
