Adds a new paragraph 7 to section 15-1626(A) requiring that when the legislature appropriates at least 50% of tuition and mandatory fees for resident students, tuition and fee increases cannot exceed the year-over-year percentage change in the metropolitan Phoenix consumer price index.

Prohibits tuition or mandatory fee increases for undergraduate students during their first four consecutive years of enrollment at an Arizona Board of Regents university when the legislature funds at least 50% of tuition and mandatory fees.

Renumbers existing paragraphs 7 through 21 in section 15-1626(A) to become paragraphs 8 through 22 to accommodate the new tuition restriction paragraph.

Makes minor grammatical and stylistic changes throughout the statute, including changing "vice-presidents" to "vice presidents" and rephrasing certain provisions for clarity.
