Establishes a right for individuals to obtain contraceptives and engage in contraception, and a corresponding right for health professionals to provide contraceptives and contraception-related information.

Defines contraception as actions taken to prevent pregnancy, including contraceptive use, fertility-awareness methods, and sterilization procedures; contraceptives include oral contraceptives, long-acting reversible contraceptives, emergency contraceptives, condoms, injectables, and other federally marketed products.

Prohibits state or political subdivisions from limiting or infringing on contraception rights through restrictions that single out contraceptive provision or impede access to contraceptives or contraception-related information.

Specifies the act does not authorize state interference with health professionals' ability to provide contraceptives or patients' ability to obtain them, and does not permit sterilization procedures without the patient's voluntary and informed consent.
