Requires the Arizona Geological Survey to establish and maintain a map and inventory of all known aggregate resources and existing aggregate mining facilities in the state, organized by county.

Mandates that reclamation plans for aggregate mining operations include the distance and direction to the nearest occupied residential structures and other aggregate mining facilities, measured in feet from the structure exterior to the closest excavation point.

Requires aggregate mining operators to provide written notice of proposed reclamation plans to all residential property owners within a one-half mile radius of the operation and include contact information for the operator's designated representative.

Authorizes the state mine inspector to request updates to geological survey maps and inventories to reflect newly discovered aggregate resources.

Allows the state mine inspector to consider comments from the state geologist or elected officials when evaluating reclamation plans for aggregate mining operations.
