Amends Arizona law on Education Savings Accounts (ESAs) to add requirements for qualified schools accepting ESA payments from parents of students with disabilities.

Requires qualified schools to notify parents in writing of specific special education services and educational therapies the school will provide before accepting tuition payments from an ESA for a student with a documented disability.

Mandates that qualified schools provide all accommodations and services required under a student's Individualized Education Program (IEP) or Section 504 plan, unless the parent or student provides written waiver.

Allows students whose schools fail to provide required accommodations or services (and lack written waivers) to transfer to another school and receive a refund for the portion of the school year they did not attend.
