Replaces all references to "active early voting list" with "permanent early voting list" throughout Arizona election code sections 16-245, 16-411, 16-461, 16-510, 16-542, and 16-544.

Removes automatic removal of voters from the permanent early voting list after two consecutive election cycles of not voting early ballots, eliminating the notice and confirmation process previously required.

Exempts voters on the permanent early voting list from receiving mailed sample ballots for primary elections, presidential preference elections, and general elections.

Makes grammatical corrections, including changing "no later than" to "not later than" and "forty-eight hour" to "forty-eight-hour" for consistency in statute language.
