AZ HB2701

Removes requirement that applicants prove lawful U.S. presence to obtain a driver license or nonoperating identification license.

Adds individual taxpayer identification number (ITIN) and foreign government-issued identification document numbers as acceptable forms of identification for driver license and nonoperating identification license applications.

Requires driver licenses and nonoperating identification licenses issued without a social security number to be marked with "federal limitations apply" on the document.

Establishes that possession of a driver license, instruction permit, or nonoperating identification license is not proof of citizenship.

Eliminates provisions allowing the department to deny licenses to deported individuals or procedures requiring verification of legal presence status under federal law.
