Amends Arizona Revised Statutes section 41-1202 to establish procedures for filling legislative vacancies through county boards of supervisors.

When a vacancy occurs in a legislative seat held by a party with at least 30 elected precinct committeemen in the district and county, those committeemen must nominate three qualified candidates within 21 days (or 5 days if legislature is in session), and the board of supervisors must appoint one from the three nominees within 14 calendar days.

For vacancies in seats held by parties with fewer than 30 precinct committeemen or held by non-party-affiliated members, the board of supervisors appoints a citizens panel which must submit three qualified nominees within 21 days (or 5 days if legislature is in session), and the board appoints one within 14 calendar days.

Precinct committeemen may use proxies to participate in nomination meetings, with proxies valid only for the specific meeting and attested by a notary public or two witnesses.

Candidates nominated must meet legislative requirements, belong to the same political party as the vacating member (or the party they held when elected if they switched parties), and reside in the same district and county.
