Establishes maximum permissible rent increase as the lesser of 7% of the lowest rental rate charged during the preceding 12 months or 10% of that rate.

Allows rent increases based on 3% of the lowest rental rate from the preceding 12 months plus the percentage change in the Consumer Price Index (all urban consumers, U.S. city average).

Applies the rent increase limitations to rental agreements governed by Arizona's residential landlord and tenant act.

Becomes effective December 31, 2024.
