Establishes a domestic violence court program for child custody cases involving domestic violence allegations, with cases referred to judges certified in domestic relations violence jurisprudence.

Requires courts to issue written decisions explaining determining factors and weight given to each factor in child custody cases involving domestic violence allegations.

Prohibits joint legal decision-making if the court finds significant domestic violence or a significant history of domestic violence by a preponderance of the evidence.

Creates a rebuttable presumption that sole or joint legal decision-making awarded to a parent who committed domestic violence is contrary to the child's best interests, unless both parents committed acts of domestic violence.

Allows courts to impose conditions on parenting time for parents who committed domestic violence, including supervised exchanges, supervised parenting time, mandatory intervention programs, substance abstinence requirements, and prohibition of overnight parenting time.
