Requires residential care institutions to provide prospective patients or residents (or their representatives) with a pamphlet on identifying and reporting elder abuse, with contents prescribed by the department.

Mandates nursing care institutions, assisted living facilities, and assisted living homes to provide the same elder abuse identification and reporting pamphlet to prospective patients or residents (or their representatives), with contents prescribed by the board in consultation with the department.

Specifies that both pamphlets must include at minimum: signs of elder abuse, questions to ask potential victims and facility administrators, patient/resident rights relating to care and abuse reporting, and contact information for reporting suspected elder abuse.
