Adds Arizona Revised Statutes section 28-9559 establishing liability protections for transportation network companies in personal injury, property damage, and wrongful death actions related to vehicle use providing transportation network services.

Transportation network companies are not liable for owning, operating, or maintaining their digital network or software application, or for affiliation with drivers, if the company has not engaged in negligence or criminal wrongdoing.

Liability protection requires the transportation network company to have fulfilled its obligations to drivers as required by law and to not be the owner or custodian of the vehicle used.

Preserves all common law rights of action that existed at the time Arizona's state constitution was adopted, preventing the statute from eliminating pre-existing legal claims.
