Establishes a five-year pilot program beginning fiscal year 2025-2026 for county school superintendents in Mohave and La Paz counties to provide administrative services to school districts.

Transfers budgeting, accounting, financial management, employee management, and curriculum management powers from school district governing boards to the county superintendent, subject to state budget limits.

Allows county superintendents to use up to 10% of total school district monies (excluding private funds) annually for pilot program administrative costs.

Requires county superintendents to submit implementation and results reports to the Department of Education by December 31, 2030, which will be compiled and submitted to the Joint Legislative Budget Committee and Office of the Auditor General.

Pilot program and transferred powers automatically expire December 31, 2030; charter schools remain unaffected except for potential transportation service agreements with the county superintendent.
