Amends section 20-344, Arizona Revised Statutes, regarding uniform plans for workers' compensation insurance in Arizona.

Clarifies that rating organizations must file their own statistical plans with the director for approval before using them, rather than having them designated by the director.

Allows insurers to develop subclassifications of the uniform classification plan directly or through their rating organization.

Requires insurers or rating organizations to file subclassifications and their rates with the director, which must remain on file for at least 15 days before becoming effective.

Director must disapprove subclassifications if data cannot be reported consistently with the uniform classification and statistical plans, or if rates do not meet the standards in section 20-356.
