Amends Section 3-1009, Arizona Revised Statutes, regarding the Arizona Exposition and State Fair Board's power to secure bonds.

Clarifies that fees may not be charged for exhibits of agricultural, dairy, horticultural, culinary, apiary and handwork products at the state fair unless the items are for sale.

Replaces "the preceding paragraph" with "paragraph 1 of this section" to correct statutory cross-reference language.

Changes "so long as" to "as long as" for grammatical consistency in bond covenant requirements.

Allows the State Fair Board to establish fees, rentals, and charges to ensure bond-funded projects remain self-supporting with sufficient revenues for debt service, operations, maintenance, and reserves.
