Updates cross-references and numbering throughout Arizona Revised Statutes sections 5-1301, 5-1303, and 5-1304 to reflect the addition of racing permittees as qualifying event wagering operators.

Clarifies that owners, operators, permittees, and promoters who appoint designees to operate event wagering are not responsible for their designee's conduct.
