Allows law enforcement to issue citations for helmet violations only to motorcycle, all-terrain vehicle, or motor-driven cycle operators or passengers who are 16 or 17 years of age (minors under 16 cannot be cited).

Establishes that operators at least 16 years of age may be cited if a passenger under 16 is not wearing a protective helmet as required.

Establishes that operators at least 16 years of age may be cited if an operator or passenger under 16 who is in the same group or party is not wearing a protective helmet.

Maintains existing requirements for protective helmets, eye protection, and vehicle equipment (mirrors, seats, footrests) for motorcycle operators and passengers.

Preserves existing exemptions for electrically powered three-wheeled vehicles, farm/agricultural vehicles used in agricultural work, and certain all-terrain vehicles.
