Secretary of state must provide auditor general access to statewide voter registration database to determine compliance with federal law regarding federal-only voters.

Auditor general shall analyze voter registration list maintenance procedures at least annually and report findings to legislative leadership, attorney general, and secretary of state.

County recorders must submit annual reports detailing procedures for federal-only voters, the number of such voters, citizenship verification changes, obstacles to obtaining documentary proof of citizenship, and removals from rolls.

Secretary of state must conduct separate annual audit of voter registration database before December 31 each year and report removal numbers, locations, and reasons to legislature and attorney general by March 1.

Attorney general and county attorneys shall investigate and prosecute any ineligible person who knowingly registers to vote.
