Amends Arizona Revised Statutes section 16-531 to allow appointment of active duty military members to election boards without requiring state voter registration, if designated by county party chairmen and meeting other qualifications.

Permits appointment of military dependents (family members with military dependent identification) to election boards without state voter registration, under the same conditions as active duty military members.

Requires appointees to otherwise qualify for voter registration under state law, except for the voter registration requirement itself.

Maintains existing provisions allowing minors aged 16 and older, non-citizens who are U.S. citizens, and other election board positions to be filled without standard voter eligibility requirements.
