Appropriates $1,000,000 from the consumer remediation subaccount of the consumer restitution and remediation revolving fund to the department of veterans' services for fiscal year 2024-2025.

Funds grants to nonprofit organizations providing evidence-based clinical care, wellness, education, peer outreach, and clinician training for active duty service members, veterans, and their families.

Covers mental and behavioral health issues including post-traumatic stress injuries, traumatic brain injuries, depression, anxiety, substance use disorder, and suicidal ideation.

Requires nonprofit organizations to administer services in partnership with qualified hospital systems and state universities, regardless of when service members served or their discharge status.

Exempts the appropriation from lapsing requirements under Arizona Revised Statutes section 35-190.
