Amends Arizona Revised Statutes Section 26-403 to expand the Emergency Management Assistance Compact and Arizona Mutual Aid Compact Revolving Fund to include reimbursement for costs incurred by supporting partners of the state

Establishes that monies in the fund consist of legislative appropriations and reimbursements for costs incurred while rendering aid under Section 26-309 or 26-402 for Arizona mutual aid compact requests coordinated and approved by the division

Fund monies may be used to reimburse supporting partners and state agencies that respond to Arizona mutual aid compact requests coordinated and approved by the division

Defines "supporting partner" as any county, city, town, private water or wastewater utility, special taxing district, or federally recognized Indian tribe with an executed Arizona mutual aid compact agreement

Fund is continuously appropriated and exempt from lapsing of appropriations under Arizona Revised Statutes Section 35-190, with the Department of Emergency and Military Affairs administering the fund
