Amends Arizona's marijuana law to allow the governor to enter into interstate agreements with other states for coordinating marijuana business enforcement and authorizing cross-jurisdictional delivery of marijuana and marijuana products.

Requires any interstate agreement to include enforceable public health and safety standards, a tracking system for interstate delivery, and mandatory testing and labeling of products delivered into Arizona before consumer sale.

Permits marijuana establishments and dual licensees to deliver to and receive marijuana products from authorized businesses in other states under an approved interstate agreement.

Section 41-116 remains conditional and does not become effective unless federal law is amended or the U.S. Department of Justice issues guidance permitting interstate marijuana transfers by October 1, 2028.

Requires a three-fourths affirmative vote in both houses of the Arizona legislature for the amendments to take effect, as mandated by the Arizona Constitution.
