Requires all school personnel at qualified schools (schools accepting Arizona empowerment scholarship account payments) to obtain valid fingerprint clearance cards within 20 days of beginning work and meet employment eligibility standards under section 15-505, subsection D.

Allows qualified schools and other educational institutions to communicate fingerprint clearance card issuance or denial status to school districts, charter schools, and other qualified schools for employment purposes.

Establishes annual audits by the auditor general to ensure qualified schools comply with fingerprinting requirements, with the state board of education imposing a 60-day cure period before ordering reimbursement of all Arizona empowerment scholarship account funds received during the previous school year for noncompliant schools.

Expands the definition of "school personnel" to include paid employees and unpaid individuals providing direct services to students who are not parents/guardians and not under constant supervision of paid employees.

Amends fingerprinting statutes to include section 15-2407 in definitions of persons required to obtain fingerprint clearance cards, and allows qualified schools to share fingerprint information with other schools for employment evaluation purposes.
