Allows chairs and ranking members of house and senate elections committees to inspect all voting equipment in any jurisdiction with five calendar days notice to the opposing party.

Permits elected officials to bring an expert of their choice to conduct inspections, with the opposing party chair or ranking member having the right to attend and bring their own expert.

Grants inspecting officials access to all source code and proprietary materials related to voting equipment upon request.

Requires elected officials and accompanying experts to maintain confidentiality of inspection information unless they have good faith belief that equipment is malfunctioning or being exploited in violation of election law.

Prohibits inspections from disrupting the voting process on election day.
