Exempts clergy members acting in pastoral capacity and parents/grandparents acting in parental capacity (even if licensed health care professionals) from the prohibition.

Defines conversion therapy as practices seeking to change sexual orientation or gender identity, while excluding neutral practices, gender transition support, acceptance/support services, and discussions of moral or religious beliefs.

Prohibits state agencies and political subdivisions from spending state or federal monies on conversion therapy for minors, including direct provision, health benefits coverage, grants, or contracts with entities providing such services.
