Requires all school personnel who provide academic instruction at qualified schools accepting empowerment scholarship account (ESA) payments to have at least one of the following: a baccalaureate or higher degree from an accredited institution, at least three years of teaching experience, or specialized skills/knowledge related to their subject area.

Defines "school personnel" as individuals hired after January 1, 1990 who are either paid employees of the qualified school or non-employee service providers directly instructing students.

Excludes parents, guardians, and individuals under direct supervision of paid employees from the definition of school personnel subject to these qualifications.

Applies notwithstanding existing sections 15-161 and 15-2404 of Arizona Revised Statutes, overriding any conflicting personnel qualification requirements.
