Reduces the timeframe for county political party chairmen to review and suggest changes to sample ballots from five days to two calendar days in primary elections (Section 16-461)

Requires county boards of supervisors to canvass general elections no later than the third Thursday after the election, instead of the flexible six to twenty day window (Section 16-642)

Lowers the automatic recount threshold from one-half of one percent to two-tenths of one percent margin between top candidates or on ballot measures (Section 16-661)

Reduces the hand count sample size during recounts from five percent to two percent of precincts for legislative, statewide and federal candidate races (Section 16-663)

Permits county recorders or election officers to conduct logic and accuracy testing on voting equipment used in recounts within forty-eight hours of a court order, with the Secretary of State able to assume this responsibility if resources permit (Section 16-664)
